The strengthening of the Russian Ministry of Regional Development marks the start of a new period in Russian regional affairs, newspaper Nezavisimaya Gazeta writes.
The appointment of Dmitrii Kozak as new Minister of Regional Development by itself signals a major strengthening of the ministry. Mr. Kozak, one of President Putin most trusted men, has been the architect of several extensive federal reform processes, and comes from the post as top federal aide to the southern Russian federal district.
Dmitrii Kozak early announced that he wants to radically change relations between the regions and the federal centre.
Only after three months as minister, Mr. Kozak has managed to turn the formerly weak ministry into one of the Russian power ministries. The ministry now has taken over the management of the important Russian Investment Fund, as well as the harmonization of the Federal Special-Purpose Programmes.
In his new job, Mr. Kozak is likely to impose stricter control regulations with regard to the regions use of federal funds, Nezavisimaya Gazeta reports. The minister is also likely to establish regional bodies, which might take over powers from the seven federal district administrations.
