The Russian Federal Taxation Service (FNS) proposes to give the regions supreme control over alcohol production and sales inspections. The federal service argues that the regions will be better able take measures on protection of people’s health and living conditions than the federal centre.
The FNS thus also wants to deprive the federal Ministry of Agriculture of its control functions within the alcohol industry, RIA Novosti reports.

-We consider that it will be favourable to transfer all powers on control over alcohol production and sales to the federal subjects, which will allow them [the regions] to take measures on the protection of the population’s health and living conditions, a letter from the FNS reads.

Head of the taxation service, Mr. Mikhail Mokretsov, says that the regions already have the necessary control mechanisms, which easily can be applied. Most regions have established special license chambers and centres for goods control, as well as other control structures, RIA Novosti reports.
